In recent times, the phenomenon of “foreign terrorist fighters” (FTFs) has expanded worldwide, especially in connection with the ongoing conflicts in Syria and Iraq.
In recent times, the phenomenon of “foreign terrorist fighters” (FTFs) has expanded worldwide, especially in connection with the ongoing conflicts in Syria and Iraq. Although accurate and reliable data on FTFs are difficult to obtain, estimates suggest that more than 40.000 individuals have travelled from more than 100 countries in the world to join this conflict.
The increased number of returning FTFs, along with the increased frequency of terrorist acts worldwide, represents a challenge for international and national security.
From 14 to 16 February, a three-day conference organized by UNICRI has gathered practitioners and policymakers to discuss issues related to the rehabilitation and reintegration of foreign terrorist fighters and violent extremist offenders. Among the participants, representatives from governments, international and regional organizations from more than 20 countries.
Within the framework of the UNICRI Counter-Terrorism Programme, a Regional Technical Workshop entitled “Responding to the Threat of Returning Foreign Terrorist Fighters” was jointly organized by the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the Republic of the Philippines in Manila on 3-5 August.
